A cousin of mine has been working in Quebec for over 3 years. Given the province requirements for PR (french language proficiency, for instance), he wishes to take IELTS and apply for a permanent residency at the federal level.
i. is he allowed to enter the federal pool using his Canadian experience (worked in Quebec only).
ii. is he in scope to receive nominations from other provinces while working in Quebec?
iii. we were told to get a notarized document expressing an interest to work outside Quebec - will that be of any use.

- He will want to show stronger evidence. A notarized document isn't really of any value. The recommendation is to move outside of Quebec either before or after submitting the application.

He can certainly try proceedings without doing any of this and just including the notarized letter. However he then needs to be prepared what he will do if he gets a PFL and needs to act fast to show much stronger evidence of intent to reside outside of Quebec.
