If a person get through the Federal Skilled Worker system and obtains the VISA, can he land directly in QUEBEC region and work there in any of the company where he can show his skills and experience ?

If you have PR visa that is obtained through FSW program, You cand live and work anywhere in Canada including Quebec. But if you have PR visa that is obtained through QSW program, you can only live and work in Quebec province only (for some initial years I guess). CMIIW
Federal Skilled Worker category is for applicants intending to reside in Canada except Quebec. So, in my opinion, an applicant under Federal Skilled Worker category should land, work and reside in any province of Canada other than Quebec.
