But I have a question. I will be 1 year with my current employer on Feb 11. I have a couple of paid leaves within my one year of stay and a five-day paid training out of the country. Are those paid leaves and training counted towards the 1-year requirement? Is it safe to send my application a week from Feb 11?

Thx iamelle, i am so worried regarding my IELTS didn't start study yet. shall very much appreciate if someone could help me by telling me some tips and useful links.
^ There is a section here specifically for IELTS/CELPIP, you may start looking into it. here are also many resources online. If you want to buy a book, I was able to find plenty at Chapters. There are a lot of free study guides for IELTS but not for CELPIP. I just bought the ebook for CELPIP when I registered for the exam.

Yes, you can apply now and Submit T4 via email once you receive your file number. However mention it somehow via a cover letter that you have not got it yet.
@iamelle: yes it is considered. As it was related to your employment. Mostly in every companies, employees have 3 weeks of paid vacation.
