i'm noticing a lot of web results for PCC from FBI in 10 days. this looks strange because the FBI website clearly says the 'channeler' service is available only to US citizens and PR residents.
also the usual processing time is 10-12 weeks- how can they claim to get it faster?
just spoke to a couple of these 'agents'- international fingerprinting, JK consultancy. the first one was very courteous and the second one seemed a little peeved when i asked a few follow up questions. the logic was the same at both ends.
one thing is clear, that you should use a professional fingerprinting service to avoid rejection by FBI (on account of smudges/lack of clarity)
