I have been asked to provide the FBI background clearance for my Canadian immigration
purposes. The problem is I do not live in the US anymore, but this is obviously for the
time I used to live in the US for a period of several years. How does one get this card
and the fingerprints taken overseas?

Follow the instructions here: http://www.cic.gc.ca/english/police-cert/north-america/united-states.html You can download the blank fingerprint forms from the FBI website.
Merci bien for the infomation. I looked at this site also: http://www.fbi.gov/hq/cjisd/fprequest.htm
and it has the downloadable card in pdf format. One last question -- is this downloadable version satisfactory for Canadian immigration? If it is, then I can print it out on cardstock and have the fingerprints taken at the local police here.
