FBI Back Ground Check Cover letter

I am trying to fill a cover letter for FBI Back Ground Check. I looked at their website and found the following statement.


"If for a couple, family, etc., all persons must sign cover letter"

Does this mean that I need to Fill ONE cover letter which will be sufficient for my self and my wife as long we both sign it?

Or do I need to fill two out and one for my self and the other for my wife?
