So my parents have been living apart but still legally married. Due to health reasons, my father will not be visiting Canada. My mother has been visiting me in Canada at least once or twice a year. She is in good health and would like to move to Canada.
What should I state in the application? Should I use my mother as principal applicant and add my father as dependent? I worry my father will not pass the heath exam and the application will be declined for both of them. Even if he passed the physical exam, he will not be coming to Canada. If both of them are approved, is it possible that only my mother is present to finish the landing process?
Is it possible to apply just for my mother? Since they are still married, I wonder if the immigration officer is going to question why my father is not accompanying with her in the application.
Please help!
Whether father comes or not, if he fails medical, mom will be refused as well.

You can list 1 parent as non-accompanying. This means they must be included in your family size and must pass the medical exam, but they will not get PR visa. The reason for having 1 parent as non-accompanying is not relevant, it's perfectly valid to do.
If you wanted to exclude the father from the app entirely for fear he would fail medical exam and cause your mom's app to be rejected, there are just 2 options:
1. They need to get a legal divorce, then you can sponsor your mom only in a single app
2. She can include an affidavit in the app that she is separated from your father but has not gone through legal divorce process yet, and does not want to include him as spouse/dependent and exclude him entirely from app. She will need to state she understands this means she can never sponsor him in the future, ever. A visa officer may accept this, or they may demand a legal divorce first, or maybe just to see divorce process has been started. But you can always try

Can I list them as "separated?
In this case, would immigration Canada require a legal separation agreement? In China, "separated" is not recognized as a legal status. They have signed a informal agreement to divide the assets, but nothing legal. Would they accept this letter?

I really don't know. In absence of a legal divorce, it's entirely at discretion of the visa officer processing the app what they will accept to allow 1 partner to be excluded from the application. Why don't they just get divorced?
You have until January next year until you can attempt to sponsor your mother. Lots of time to get a legal document.
