Hello ! I recently went through the process and just finished and received my CoPR. Yay ! Anyhow, I have 2 children from a previous relationship and I was able to get him to sign. However, I also have full custody of the children. I don;t need his consent for passports anymore which is also a huge pain if they don;t sign. As far as I understand, you need him to sign the form. Hopefully someone here has a better answer for your situation. Ive been there :[ I wish you luck !

You're from the Philippines, right? So is my partner. His ex always refuses to sign things too, out of a vengeful nature, and also with the motive to get money. I would suggest offering him money, or an agreement promising him some kind of visitation in the summer.
Also, in the Philippines doesn't full custody default to the mother? Maybe this could help you in some way.
