CBSA would not examine the RO when a person enters on a PRTD, nor would they report a person for not meeting the RO. CBSA is well aware that CIC would not have issued the PRTD in the first place if they hadn't already decided to let the person keep their PR based on H&C reasons regardless of not meeting the RO.

But can she make an appeal against the TD refusal?
She has to file an appeal from the home country or I can also file on her behalf from here( canada)?

For admission to college or university that's a good point, and although provinces differ, you don't need a PR card to get a driver's license in Ontario or Quebec.

You need one to get a proper license in BC. They will issue a paper license using the COPR but will not give the actual license until a valid PR card is shown.

I have read somewhere in this forum that if one gets PRTD on H&C grounds then one can apply for new PR Card immediately after landing here. There is no need to wait for two years. Is it true?!!
Yes - but the 19 years old definitely has a chance to keep PR status. When he/she applies for the PRTD, he/she should do so under H&C considerations and state that they were removed from Canada by their parents and were therefore unable to meet the PR residency obligation but now want to return. Should work - we've seen lots of cases where this has. Same goes for the 16 year old.

I have a query.
If you see,there are three sub options under question No. 22 D RESIDENCY OBLIGATION of Form IMM5444E for Renewal of PR card application. She does not qualify for renewal of PR under any of these three options and there is no column for mentioning H&C grounds either.
Then, what should she write?
or just simply send the copy of travel document that she has received (RC1 category) along with the application.
