My mother applied vistor visa to visit me and was rejected because she doesn't have much tie in her home country, when we file CEC application in the background declaration, we need to mention any family rejected visa, I am wondering, is my mother's vistor visa refusal gonna affect my CEC application??
Also, the background declaration, does my wife need to fill one as well? she is not applying for Permanent residence at this time.
Any thoughts would be appreciated

Your eligibility for CEC is first of all based on the main requirements as listed on CIC "Eligibility". Your mothers rejected visitor visa should in no way affect your CEC application. (Specially because it was for the simple reason of lack of ties to home country).
Is there a reason your wife is not applying with you, will she apply later. You might want to consider including a letter as to why your wife is not applying. I am not sure about this, but maybe it could raise some flags if your wife indicates "zero" interest of coming with you. Could some others comment?
No, this won't affect your PR application.

HAS to fill out this form too. Guys, please read the instruction guide, as it
clearly states:
This form must be completed by:
- you, the principal applicant;
- your spouse or common-law partner (whether accompanying you to Canada or not), and
- your dependent children aged 18 years or older (whether accompanying you to Canada or not).

My wife is a foreign student here, and she is currently not qialified for applying permanent reisdence. She is with me here in canada, and we recently have baby delivered in Canada. If I remember this right, we can apply togother only if both of us are qualified for permanent residence application.
So, yes, she is not applying this time, but I will sponsor her later.

This is incorrect info. Only one of you needs to qualify. Since you Qualify, you should apply for both her and you together at the same time. If you have already applied, add her to your application. It is WAY WAY easier to do it now that to sponsor her later.

Others have already given enough info on your main concern but in case if you are planning to apply for your mother again, please include property document in her name from your home country, fixed deposit on her name or at least some savings account with some fund in it etc if you did not provide these when applying originally. When you are sending copy of these documents get it notarized in your home country.
