Goverment is coming with new rule next year to change the required age from 19 to 21, for siblings to be considered dependant children. Although it helps but in case of many people, including me, there siblings be past the age of 21 by the time this rule takes effect. Immigration Canada is taking suggestions from people until November 28 inorder to make any ammendments to this rule. Hopefully they can revert it back to the original rule where a child was considered dependant even after age 21 as long as there was no gap in his/her education. Anyone in a similar situation please use the following email address to send your suggestions to Immigration canada and hopefully all our emails would help getting the amendment revised to incorporate the education factor.

I believe OP is referring to a sponsor's siblings being included as dependent children in a parent sponsorship app.

hello in the same boat like you, my daughter is going to be 22 when the law change, I think CIC should do something to cover the relatives that couldn't be part of our immigration application because the change in August 2014. I am going to get in contact with my immigration lawyer to find out if something could be done. but for the moment I already sent an email to the address you provided explaining my situation.
