I was wondering if someone could help me. We plan to live in Toronto but will first do a “soft landing”. Wondering, would it be possible to do this in Quebec/Montreal area even if the address for sending PR cards, etc will be in Toronto and we filed for Ontario on our application?
Not totally correct given you could transit through Montreal on the way to Toronto and given Montreal would be your first POE you could complete your landing at Montreal airport or failing that you would need to do an inland landing at an IRCC office in Toronto or flagpole. The latter 2 options given Montreal to Toronto is of course domestic flight with no immigration.
To complete landing formalities transiting at Montreal you would need though to show that you have onward travel to Toronto/Ontario else you could be refused landing so as 21Goose implies you cannot 'land' in Montreal and exit without showing onward travel, only transit.
Having said all above ultimately decision to land you or not still rests with the CBSA officer you encounter whether be Montreal or Toronto and this after all is just a public forum not CBSA
