I'm an international student in the USA with an F-1 student visa (not expired). I'm planing to go on vaccation to montreal (Quebec) to see my sister and explore the city, I don't know if I need a visa to travel or just sign my I-20 from my school.

U need a visa! U also need the signed I20 when putting in your application to the consulate. If you have the ability to apply in person ( ie walk in) please do so, it seems to take shorter this way. Check the website to the consulate of your choice for more info.
