A friend of mine who was an international student in a University lost her dad while she was running her Bachelor's Degree so she couldn't finish due to school fees but she was able to transfer the courses to a University in her home country and finished via distance learning while she is here working on part-time basis.
She used the Degree from her home country to gain admission into a masters program in another university and her previous student permit would expire next year

She needs to apply for a new study permit (not a renewal) following the current application rules. Her sturdy permit would have been cancelled once she stopped attending school.

Did she work after she stopped studying? Her study permit is invalid after she stopped school.
She may be working illegally.
And yes, if she wants a new study permit (her pervious one is NOT valid after she stopped studying, the expiry date doesn't matter), she needs to apply for it.
She will need to show funds and study plan...etc. Just like any new study permit.

She has been working illegally. Working is only allowed if a student is actively attending a Canadian school. That alone is very problematic. This is a violation of the terms of her allowed stay in Canada.
The study permit will have been cancelled a few months after she dropped out of school. When students stop attending school, the school is required to report this to IRCC and then IRCC cancels the study permit. The expiry date on the study permit doesn't matter. She should assume it was cancelled since she dropped out and she is therefore in Canada without status/illegally.
She needs to leave Canada as soon as she can. She will need to apply for a new study permit from outside of Canada. It may be difficult to be approved given the illegal work, dropping out of school, and living in Canada without status.
