They normally reply within a week to such requests. But instead of asking such a long extension, ask for submission to VAC in some other country as you mentioned. Its very common and allowed to submit passports to nearest VAC.
But since is in merchant navy you would also need a quick turnaround time if he needs to sail. So while you submit passports to VAC, ask for urgent processing with sailing as a reason but atleast give them 7-10 days for stamping and plan travel accordingly.
Yes, check for instructions on the vfs website which will be told to you. Send them a mail asking if you can submit in nearest vfs explaining your circumstances.
