Extension of my spouse owp

Hello everyone
I'm on study permit and my visa and permit will expire on December, 1. I'm working on a NOC C ( part-time). Mu husband is on owp and it expires on the same date as mine. He's working full time in a NOC B job.
My question is:
Can he extend his owp when i apply for pgwp?
Does he need to wait till my application get approved or he can apply before it?

You need a NOC A, B or 0 job and 3 payslips for him to qualify for an OWP based on your PGWP.
