Hi, I just got the schedule for my oath ceremony on Friday, May 31st 2019. In the e-mail it says to wait for 3 business days before applying for a passport. However, I already made a travel plan to the states on Thursday, June 6th. Does anyone know if it would be possible to apply for the express passport on the Monday/Tuesday and get it the day after? I realize it is cutting it very close but I would really prefer not to make a change on the travel date.

You can apply on Monday and pay $50 extra to pick it up on Wednesday. No need to wait for 3 business days, as soon as your ECAS shows 'Completed' you'd be able to apply. I applied 1 day after oath

Yup, as soon as it says complete, you can go apply for the passport.

Who decides which service to choose from? Are a paid ticket and all hotel bookings after 9 business day from the day of application enough to ask for urgent processing? Does passport office force us to go through the route of express pickup?

Moreover, is 2-9 business days of processing time with express pickup is guarantee or it is also just an average processing time like 12 months for citizenship grant application?
