I just want to know whether the manitoba pnp paper file and the express entry manitoba pnp have the same cut off or the criteria that is 1000 points or is the point system different for both

Some documents such as proof of fund,ECA report,proof of work experience are not listed at IMM5690-document checklist.And it is also stated that we should submit only required forms and documents. Do you think that it is ok to submit paper-based PR application under SINP category including only IMM5690 forms and documents.Could you share your experience on this issue
