Has XXX you been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country?

my work permit was refused, in these two questions above which should i answer yes and no. They are almost the same both say visa

They both say visa, but only first one says permit, so you need to answer yes to it, and no to the second question.
