Hey everyone,

I've read here and there about liberals' plans to reform the express entry immigration system. In particular, they consider changing something for international students. However, they haven't outlined any dates / deadlines ...

Based on your experience of previous reforms, how long do you think it may take Canadian government to actually decide and implement some changes? Do you think they will be this year or it may take longer?

It's virtually impossible for an ordinary citizen/foreign resident to predict how the government system work and how long will it take to pass something. There are absolutely no indications, logical patterns and trusted sources to form an educated guess.

However, if you want personal speculation. I think they might implement some minor changes around June or July.

I though there may be some procedures government follows, including standard time delays.

Hope some news will come soon
 
My personal opinion only. Even if they were to pass the legislation tomorrow in the Parliament and receive Royal Assent, it will take months for CIC management to draw up and approve a practical implementation plan. After that I think it will be slowly rolled out. It's not just about changing the law, its about getting VO's who enforce the new changes to think in a different way during the practical implementation process (ie applying the changes to new PR applications).

Note: This is a personal opinion only.
 
An important thing to remember is, if and when the system and laws are changed, applications which are already submitted will be assessed under the rules that were in effect at the time that they were submitted, not the new rules, whatever they may be- to put it simply, if you have already submitted your application, you don't need to worry about any rule changes coming in the near future, or beyond (not unless they apply to PR requirements and the like).
