Is it possible to make express Entry Profile after 9 months of experience or I have to wait till 12 months to complete.

To create an EE profile you have to have a least one year of work experience (either foreign or Canadian). If not, your profile will be tagged as ineligible.

so does it get eligible automatically after completion of 11 or 12 months experience

Since the system only considers month and year, it automatically gives one year experience points once you hit 11 months.
