I am planning to hire an attorney to occupy with my application and all procedures for EE, but i'm not pretty sure if he can complete online aplication on my behalf?

P.S. I know that is not too hard to complete an EE profile, but i'm planning to let the attorney do that for me if it is possible

It is possible. There is a section in EE profile which talks about representative.
