Greetings!

I am the main applicant for PR (Express Entry - FSW) and me and my partner are soon (septemper/october 2020) going to submit the APR. We are planning a baby in the following months so I would like to get some information and advice about adding a newborn to the application. We are both European and currently living in Europe.

1. In case the baby is born outside of Canada before landing, is it possible to add a newborn after the APR is submitted (and received AOR)? What is the procedure?

2. What are our options if the CoPR expiry date is close to the birth due date, for example travel restrictions in 6-9th month and not being able to land in time OR birth of a baby outside of Canada very close to the expiry date? Is it possible to expand the CoPR expiry date? Has anyone done it?

3. If we land before the baby is born and the baby is born in Canada, will we receive health insurance? Where can I find relevant information about different provinces and health insurance?

1. Yes. Just send a webform.
2. You can certainly ask. They are currently extending COPRs if people can't travel due to COVID. Keep in mind you may also need to land within one year of your medical exam.
3. Google [province] and health insurance. You generally need to live there for a certain amount of time before you are eligible for coverage. If the baby is born in Canada they will be a citizen and eligible for their own coverage.

Can we leave Canada after landing to travel back to Europe before we receive the PR cards? I read that commercial carriers (planes, trains, busses) do not allow you to board if you do not have a PR card or PRTD. We will always travel by plane.
Does that mean we have to wait until we receive the PR cards to leave Canada so we can return?

Yes, you need the card to board a return flight. You could always have it mailed to someone you know in Canada who then couriers it to you in Europe, but otherwise you should stick around.
