Hello, if one submits for express entry and does not qualify, how soon afterwards can one reapply or submit a study or work permit application? Is it recommended that if the scores seem low for express entry that it would be better not to apply and just apply for the study permit directly instead?

I think you are confused about how Express Entry works. I would recommend you research the program in much greater detail.
If you submit a profile into the pool and don't have enough points to be selected, then you aren't refused (and therefore don't reapply) - you simply aren't chosen.
