Expired Visa?

Hi everyone,

My father-in-law got his immigrant visa last year. My brother-in-law got sick and decided to take care of his health first. when he was ready to buy a plane ticket for father in law, they realized that the expiry was 02/01/2019!!! It goes by dd/mm/yyyy right?

What can he do at this point????? Would immigration allow him in Canada and reapply here????

Nothing he can do at this point. It's no longer valid.
He has to start over and apply from scratch again if he still wants to move to Canada.
