I have read somewhere that "if you are a citizen of a country that requires a Temporary Resident Visa to enter Canada and your TRV has expired, you can simply apply for a new visa. You can travel to the US only and back into Canada without a new TRV so long as you have a valid study permit or work permit."

I am hoping to travel to the US this April for a concert, however, my TRV has expired and the recent one I have applied for has been refused for some reason (though I have applied twice before that and got approved). I do have a valid study permit, I'm wondering how reliable this thing I read is on the Canadian website?
