No, once you renounce, your PR status is gone. There is nothing to appeal.

You need to apply under H&C and provide evidence of what prevented you from returning to Canada sooner. Reasons such as education, employment, and starting a family aren't accepted as H&C arguments. Hopefully you have a strong argument to make given how long it has been.
