Hello,
I am new in this page and have a rare case. I would really appreciate it if you guys can help me.
I had a study permit with the expiry date of Dec 30, 2019, for my grad studies. I applied for extension of that permit about one month prior to the expiry date. After submitting my request, iI kept working on my thesis and finished my program. I have not received any update about my permit. So I called CIC and all of a sudden they said that I need to restore my statues and pay 350 extra. then apply for GWP. Or wait for study permit to be denied and then apply for the work permit.
They said this is a special case and I need to do that on paper. Can anyone tell me is that the right thing?
Because I almost did everything in order and correct and now it seems that my situation is so complicated.

No special case. You currently have valid Implied Status and don't even qualify to apply for Restoration. Have you received written confirmation of program completion already?
Some have applied for their PGWP while Implied Status and gotten it. Others have waited for the study permit extension to be approved. You could also try flagpoling at the Canada-US border.
