Yes. Experience gained on implied status is counted.
From CIC : "Work experience acquired while under implied status will be considered as eligible work experience under the CEC, provided the applicant continued to work in Canada under the same conditions as their original work permit until a decision was made on their application for a work permit extension."

Yes, if it is refused is one thing, if it is rejected as being incomplete, then you will not get the benefit of implied status. In my case, I was not given incomplete. I got the benefit of implied status, so my temporary resident status ended the day I got refused.

Hey folks, I just called CIC and they said the work experience counts from the date you've received your PGWP. However, it seems like some people actually get PR using the "implied status work experience" Is this just a mistake by whoever reviewed applications?
Can I give it a shot with the implied status work expereince? If I get rejected, am I going to be banned or something?
