Experience calculation doubt

Hi

my husband k**** has worked for 8 months in a c category role for nearly 1600 hours (full time 1300 and same category same role job with diff employer as part time job for 300 hours )
Can he apply for Pr ?
Also I got to know from IRCC that he can apply for pnp paper application with noc c if he has 1 year experience ..
After 8 months he quit job bcoz of covid and again we started our job with same category ..
if we work for 4 months in this and can we calculate it as a total of 1 year experience ?please explain?
Anyone have idea about pnp paper application please share ?

He doesn't qualify under CEC since his work experience is NOC C. I would recommend you post to the PNP section of the forum.
