In the CIC website it says "persons who have molecular test proof to show they had a positive COVID-19 test taken between 14-90 days before travel" are exempt from Arrival testing at airport and I assume they will be exempt from 3 days Hotel stop over as well.

Yes I read this as she would be exempt from arrival testing and mandatory hotel stay, but still subject to 14 day isolation and testing at day 10. But I'm just some guy on a forum.

Does she have proof of molecular testing in the last 90 days? Things are fluid so it is hard to tell what may change but you're right it looks like she currently doesn't have to do hotel quarantine. She will need to quarantine in a separate area like a basement suite or airbnb/hotel.
