Hi,
My student visa expired in March 2017
And an exclusion order has been issued,I came back to my home country.now that my Inadmissability is completed this year ,can I apply for the student permit or do I have apply for visiting first? Or do I need ARC

What are you trying to do ? Study or visit ? Apply for the appropriate visa.

Follow this guide and see if you need an ARC.

Since you already violated your previous visa conditions, don't expect an approval of either visit visa or study permit.
