I already have a valid eTa

But I recently got denied a visa due to lack of documentation from another country

Do I need to now:

Apply for a new eTa and answer YES to the Question about visa refusal?

**On the Canadian website it mentions no obligations about updating the eTa when things change in the interim

No, you don't need to apply for a new eTA.
