Can my father come to Canada after submitted a super visa application but before receiving an answer from the immigration?
He come from a country that no need to apply to a visitor visa and he can enter to Canada just like that.
The question is if he can come to Canada as a visitor (visa-exempt) while super visa application is in process..?

At the last time he was here we did that way and extended his visitor visa every 6 months in another 6 months, I just thought with the super visa is will be more convenient to do it once for 2 years instead every 6 months.

I see. is he must submitting the super visa application from outside of Canada? Or can still submit if he is in Canada and will just need to go the border to activate?

Ok got it! And he must do the medical exam and the biometrics also in the home country? Or can submit the application while in the home country and can do the biometrics in Canada?

Currently not sure about doing biometrics in Canada but he may have already done biometrics for a previous visa. Medical can be done in any country with a panel physician although will be more expensive depending on the country.
