Entering Canada while outland spousal visa is being processed

Hi folks, have a quick question. My spouse (Indian passport) is planning to apply for a outland spousal visa from New zealand. My spouse has a visitor visa already. Can my spouse enter Canada while the outland spousal visa application is being processed? I'm worried the border guards will deny entry because the spousal visa is in-process. Thank you.

Yes, but Outland application wouldn’t allow them to apply for a OWP
