I have rather a unique question (as it applies to my case)
I got my RP in 2011 and it is expiring in 16 July 2016. Due to some family obligations, I decided not to move to Canada so in the past 5 years I lived there only for 2 months. Now I have an official conference to attend in Toronto on 13th of July 2016. Will I be allowed to enter on 13th July on my RP, just 2 or 3 days before it expires?
You will be allowed to enter Canada - but it's possible you may be reported for failing to meet the residency obligation. If you are reported, you will have to appear at a hearing to argue why you should be allowed to keep your PR status. If you fail to appear at the hearing, your PR status will be revoked.

It's hard to say. Assuming you are from a non-visa exempt country, you will need a visitor visa to return to Canada. It's impossible for any of us to say whether that visa will be approved or not - but you can certainly apply. You can also certainly apply for PR again from scratch if you qualify.

I enter Canada before my RP expires
My RP expires when I am IN Canada
Will there be any problem in getting OUT from Canada?
