Entering Canada from India : Direct Flights vs Third Country Flights

Can someone please explain what "third country pre-departure testing requirements for these countries" means? Does it mean that someone from India can travel to Canada via some other third country?

Also, is being vaccinated a mandatory condition to enter Canada or 72 hours PCR test suffice for this?

72 hour PCR test at each transit country is required.

Proof of being vaccinated is not currently required to enter CAnada
