I know that the general recommendation is to arrive one month before classes, however, I would like to settle down and find a roommate and etc before my orientation so I was wondering whether I could enter Canada on the 13th of July if my classes start on 5th of September. Or is that too early?

It should be okay but no one can tell you for certain that you will be allowed to enter. Make sure you show lots of cash to support yourself for that many weeks.

You can arrive early, it shouldn't be a problem but you've got to note that it's gonna cost a lot. You can't work until your program begins, so you're gonna have expenses more with no income. And the Immigration might question you, so you better be prepared with some ground breaking answers.
