Entering Canada during Covid restrictions

Given the new rule of international students being restricted from entering Ontario, would students who had planned a transit and 3days hotel stay in Toronto be affected? My main destination is Calgary and I'll be traveling from Bangladesh but as i had my transit in Toronto will the border guard officer refuse my entrance? Also as far as I've seen Toronto bringing such restrictions is followed by other provinces eventually following a gap of a week or two. In such cases Calgary,Alberta might get restricted for international students too. When should I plan my flight then? Any advice is welcome. Thank you

you will stay in a hotel, quarantine yourself there then travel to Calgary.. keep in touch with me as one of my friend will be coming too..
