I’ve been in Canada on a study permit for about 2 years now, my admission got expired before I could begin studies so I was never actively studying due to financial constraints, now I want to enroll in a new DLI, would I be eligible for a study permit extension like others who want to change their DLIs

There is a good chance you have been in Canada with no status at this point. If you don’t attend school your study permit should have been cancelled. Also given you never studied and I assume worked illegally it will be very tough to get a new study permit.

You’ll need to get admission and PAL first and then can apply but that will add even more time being likely out of status in Canada. You can certainly try but given your past history will likely be tough to be approved.
