Regarding the English Proficiency, I have sent a letter with my documents to explain my English skills since I lived, studied, and worked in the United States of America for over thirteen years moreover, I got my BS degree from the US too...won't that be enough? Please let me know...

Do you need points for English? If yes, it would be better to take IELTS. CIC strongly recommends taking IELTS unless English is your native language. If you submit a proficiency letter, you are at the mercy of the IO.
