I need advice regarding English language proficiency proof. We came to Canada in 2013 and my wife attended Canadian Language Benchmarks Placement Test(CLB) conducted by YMCA-Language Assessment & Referral Centre in Toronto same year. She got 7 in both speaking and listening. She has the assessment certificate with her. But she didn't attend any LINC program. Is this enough for proof of language proficiency?

government-funded language program. It doesn't sound as if the program your wife attended was government funded. In fact, it seems she only had her skills assessed and she didn't actually complete training, which is necessary for this to work.
