My wife's permanent residence application status was Received Feb. 14th by Immigration Canada and the office is still processing it. We will be moving to Canada May20th where she has a job available to her (with her current employer). My question is since she has not received her papers she does not have a PR card. Is she allowed to work? How can she go about being allowed to work while the processing of her PR is still on-going?

Any insight would be greatly appreciated.

Howcome? A work permit?
You need to provide more details if this is inland/outland and her current status and where you guys live now.
 
I am a Canadian citizen my wife is Japanese. We are currently living in Tokyo and are moving to Toronto toward the end of May. At the moment her application for permanent residence is being processed (through the Canadian embassy in Japan if I am not mistaken). If it is not processed by the time we move, would she have to get a work permit in order to be able to work when we arrive?

For her to work she would require a work permit and the employer would have to obtain an approved Labour Market Opinion from HRSDC that there are no Canadians/PRs available for the position after advertising the position on the job bank for 2 weeks.
