Short answer is no. You need to go through a certification/registration process in order to be authorized to work as a nurse in Canada.

What course? To get licensed, you still need your undegrad degree and experience assessed by NNAS to Canadian equivalency. Then if successful, you apply for your provincial license. With a PGWP, you can't work as a registered nurse.
