Employer requirements PNP EE British Columbia

Hi,
I just spoke with lawyer and he told me that one of the employer requirements is "having at least 5 full time employees which are permanent residence or citizens."
I did not find this as official page says this:
"If your employer is located within the Greater Vancouver Regional District, your employer must have
at least five indeterminate, full-time employees (or full-time equivalents) in B.C. "

Could you please guys confirm my thought that they does not need to be PR/citizens?
