Question about 50 CRS points for LMIA exempt job offer -
Cousin got a PNP nomination in August 2015 while on an IEC permit , then was granted a new 2 yr PNP approved work permit at the border before ever submitting his PR application. This permit is tied to his current job and mentions his employer. He failed to submit his PR application within the 6 months of validity of his nomination, and the BCPNP will not extend his original nomination. The work permit he was granted is still valid for the 2 yrs - so he is now applying via EE.
Can he answer 'YES' to the 'job offer' question? He needs to gain the 50 points in order to hopefully secure an ITA, without needing to apply for a new PNP nomination, his employer will provide the job offer letter.
Any advice appreciated?

It's a good sign that his employer will write the mandatory job offer letter, but there's not enough info to determine if he is eiglibie. Review the requirements for "valid job offer" here -
Job is NOC '0' , hours 37 p/week, contract more than 2yrs going forward , current permit valid with employer named, LMIA exempt, & has worked in same job over 2 yrs .... seems to fulfill criteria ? Doesn't want to accept ITA based on these 50 points to find out later that he was not eligible....
