Eligiblility Question under MPNP Invitation Stream

Guys, I am confused here.

Under Manitoba PNP page: http://www.immigratemanitoba.com/immigrate-to-manitoba/swo/swo-eligibility/
About Invitation Stream.
There is one criterion that says"can satisfy the MPNP that you do not have a stronger connection to another province."
Is this meaning I am not eligible if I used to study and work in Ontario?

So you are not working or living in Manitoba? How are you eligible for the Invitation stream? This stream only has picked a few people from their overseas recruitment drives. Have you participated and been offered a job through a recruitment fair.
