I heard some where that you can only apply/eligible for visitor visa only once you are out of status and on restoration period(90 days) is this true ?

can a post grad work permit holder can apply/eligible for student permit on restoration period ? if not then what other options he has/eligible on restoration period other then visitor visa ? please advise Thanks
