Eligible for PNP without job offer

Hello,

I had few queries about PNP . I have CRS 424 and have applied in EE. Have work exp of 8 yrs and BTech degree.
Was browsing to apply for PNP's, but I dont have any job offer from any of the provinces.
-Do all the Provinces require job offer like BC, OINP etc.?
-Which ones can be opted to appply for without a job offer?
- Do i stand a chance with my credentials in any of the provinces.
