Eligibility to Apply for US Visitor Visa

Hi,

I am currently holding a Work permit of Canada, landed on 4-June 2015 and my Work permit validity is till March-2016. I would like to Visit US to meet my cousin and his family. So my questions are as follows:

1. Can I apply for a US Visitor Visa?
2. Is there any restriction that I should have been stayed atleast 6-8 months for eligible to obtain an US Visitor Visa?

No,You can apply B2 Visa and hope will get easily from Toronto.
